Эта проблема была решена для меня путем добавления «flag1 1» к выдуманным строкам в /etc/ntp.conf. Мы используем GPS для установки времени. Если батарейка системных часов разрядится, система не запустится с правильным временем. Нам нужен NTP, чтобы быстро это исправить. Вот наш файл /etc/ntp.conf:

# "flag1 1" means skip the difference limit check and fix the time even if it is far off.
# If the battery for the system clock fails the system clock will start with a default time.
